$60k for Optimist park proposed as community benefits for Prospect development

starlight-prospectCity staff is recommending a contribution of $60,000 by Starlight Investments Ltd. as the Section 37 community benefit in exchange for additional density  for their development at 2051-2085 Prospect Street. The money will go towards improvements at Optimist Park.

The proposed development required both an Official Plan and Zoning By-law amendment and was approved by City Council in July 2016. The development will replace the 16 existing rental townhouse units with 96 rental stacked townhouse units. The two existing apartment towers on the site will be retained.

The staff recommendation will be discussed at the Development & Infrastructure Committee Nov. 8, with a final vote at council Nov. 28. Both meetings are open to the public and residents can Register as a Delegation in advance to share your views with committee and council.

My Take: Community benefits can be negotiated for proposals that exceed the existing Official Plan and Zoning bylaw, and are intended to help mitigate the impact of extra height and/or density on surrounding neighbourhoods. This proposal to enhance the local park accords with that principle, but I am interested in hearing more from the community before making a decision.

  1. I was about to leave a similar request for more information.
    A quick check assures me this would be barely enough for a small play set for the kiddies.
    The section 37 community benefits are supposed to be a negotiating tool to ameliorate the impact of increased height and density. This would suggest it should be significant, proportional, and provide some real benefit to the community.
    This amount is probably not equal to that spent on mowing, snow removal, and garbage collection at Optimist park, and you can bet your last donut the developer will push for a grand entrance next to La Palais Briberry.
    How exactly is the amount arrived at?
    When was the last time the city reviewed it’s uplift value?

    96 units for 16, and we get $60,000 for that incredible gift? Unbelievable – you can do the math – millions for peanuts. It’s a rig.

    We need Councilor Meed Ward to explain how this works in some details.

    If I was boss, the city staff that “negotiated?” this deal would be at least carpeted for delivering this paltry deal.

    God help us if this is it.
