City Planning staff have recently issued draft site plan approval on the development application for the Clarendon Park Retirement Residence at 2170 Ghent Avenue.

Draft site plan approval signals the end of staff’s technical review of the development as well as compliance with the City’s Zoning By-law and policies. It also means that staff supports the proposed development, subject to the owner fulfilling a list of conditions. Some of the conditions are:

a) Secure certification by a qualified acoustical consultant that the required noise control measures have been incorporated into the builder’s plans.

b) Prior to any site work beginning, install hoarding around trees identified on the approved landscape/tree saving plan and implement the City’s tree protection standards for those trees to be saved.

c) Submit details of a construction management plan, including traffic and pedestrian control measures during construction, construction signs, haulage route for construction trucks, crane assembly, parking for tradespersons, site trailer and material storage areas.

d) Submit details of utility connection locations.

e) Submit a revised stormwater management report.

f) Submit siltation control plans for approval. Siltation control measures must be in place to prevent water pollution during all phases of construction. This is a standard requirement for all developments.

g) Submit site grading plans for approval.

h) Submit for approval details of any proposed outdoor garbage storage and communal recycling containers, including screening of the outdoor facilities.

i) Pay all applicable fees.

j) Submit for approval details of all streetscape work including lighting and tree planting.

The owner has two years to fulfill the list of conditions. When they are all completed and cleared, the owner will then be granted final site plan approval which allows them to apply for a building permit.

The city’s understanding is that the owner will be working through the conditions this winter with plans of obtaining final site plan approval and a building permit in the spring of 2014.
