The Augustine Group has acquired the property at 452/454 Locust Street and hopes to develop a mid-rise condominium building here. No applications have yet been filed with the city, although a sales sign has been erected on the property. I spoke with a representative of Augustine and learned the goal is to build a luxury condominum within the current zoning and Official Plan requirements, with perhaps only minor variances requested. Current zoning permits a 4-storey building here.

The current plan is for covered surface parking, with four storeys of living space above (i.e. impact of five storeys), with 28 units; three townhouse units along Blathwayte Lane; and two units of ground floor retail along Locust Street.

Augustine has already applied for a demolition permit for the two buildings on the property, and will commence demolition once approvals are received.

The builder is interested in gathering public input on the project prior to submitting an application to the city, so I will be arranging a neighbourhood meeting once Augustine is ready with proposed elevations to show.

My Take:  I’ll reserve judgement on the project until I see more formal plans, but I do commend the builder for his commitment to work within existing zoning and Official Plan regulations, and to consult with the community prior to submitting applications in order to achieve the best project. Appropriate redevelopment of this property will be a welcome enhancement to the downtown.
